Why are the payments of social security getting reduced?

There was a report generated by the inspector general of the SSA’s Office in August 2024 that the SSA has overpaid around $72 billion between the years 2015 to 2022, and even though the department had started to collect those improper overpayments over the years there was still $23 billion due (uncollected overpayments) in the books of SSA. Those individuals who have been overpaid have already received a notice in April 2025, and the collection of payments will start in July 2025. In April 2025, the SSA declared that the department would start withholding 50% of an individual’s monthly payment if that individual had been overpaid by the department in previous years.

Earlier, the rule was to withhold only 10% of the monthly payment, but now it has been increased to 50%. This major increase has created huge chaos among the beneficiaries, and the agency has also been receiving negative criticism from the people of America.

Who are the Affected individuals from this change?

There has been a report that around 2 million people have received the notice of overpayments in recent months, according to the data of the Freedom of Information Act. The SSA will be collecting the overpayments from:

  • Those who have previously received overpayments in previous years, whether intentionally or unintentionally.
  • Those who have still not repaid the owed amount (full).
  • Those individuals who have been provided a notice of the requirements of repayments. The notices have been starting to go out from 25th April 2025.

These individuals are mainly the recipients of 

  1. Retirement benefits
  2. SSDI – Disability Insurance
  3. SSI – Supplemental Security Income

Process after receiving the notice of over-payment from the SSA

If a person receives a notice of overpayment from the SSA, there is no need to panic. The department has laid out a process in which individuals can return the overpaid amount without much hassle.

These are the methods that an individual can use to repay the extra amount 

  • Paying online through the registered bank 
  • One can use debit or credit cards and pay through the official website of the SSA.
  • One can also mail a check to the SSA

One can  also request to waive the amount under these certain conditions

  • If one believes that the overpayment was not their fault
  • If there is no condition that an individual can afford to pay back the extra amount.
  • If one feels that the repayment is not fair.

The waiver form ( SSA-632-BK) is available on the official website of the SSA, from where one can easily download and fill as per the instructions given.

If a person has not been overpaid by the department but still has received the notice, or the amount of he overpayment mentioned is incorrect, they can request a reconsideration. Make sure to act promptly in these conditions, as the recollection of payments will start soon.

Other major changes in the payments of July 2025 

  • Abolition of paper checks – the SSA has declared that it will completely move to electronic payments and has also started doing so. Eventually, by the end of September, these payments will be done in electronic mode. This has been done because the government has aimed to reduce fraud and errors in the processes of SSA. This change will be a problem for senior citizens ( mainly retirees) who are not very used to the working of digital technology. 
  • Impact of Social Security Fairness Act – Since the act has been implemented, the WEP and GPO provisions have been abolished, and those who were receiving reduced or no benefits because of the non-covered pension will get to see increased monthly benefits.
